Unlike most other states, a vehicle insurance is not mandatory in the state of Virginia. You can register your vehicle with the Virginia Department of Motor Vehicles with or without insurance. However, if your vehicle is uninsured, you are required to certify whether or not your vehicle is insured. If it is uninsured, you will need to pay the sum of $500 Uninsured Motor Vehicle (UMV) fee to the Virginia DMV on top of the normal vehicle registration fees. Note though that this $500 fee does not provide the vehicle or the motorist any insurance coverage. It will only allow the motorist to drive the uninsured vehicle at his or her own risk. This means that if the vehicle is involved in the accident, the motorist will still be personally liable. This uninsured motor vehicle fee is valid for only twelve months (or pro-rated), and has to be renewed every year along with the registration.
Vehicle owners who do not have vehicle insurance and do not pay the UMV will be imposed penalties which suspension of vehicle registration and driving privileges. For a violator to be reinstated, a Statutory Fee of $500 has to be paid, along with the filing of a Financial Responsibility Insurance Certicifate (called the SR-22) good for 3 years, and a reinstatement fee.
If your vehicle is insured, you are not required to pay $500 UMV fee. However, your insurance company should be duly authorized to operate in Virginia. In addition, a minimum coverage is required by the DMV, which includes $25,000 coverage for body injuries or death of one person; $50,000 coverage for body injuries or death of two or more persons and property damage coverage of $20,000. Although these are the minimum coverage amounts, these are probably not enough to fully protect you from financial liability if the accident is your fault. Consider having additional coverage if you and your vehicle to be protected from financial loss if and when unexpected accidents happen.
